“Not baby friendly”

The food was amazing but the experience was ruined with whom I can only assume was the head waiter demanding my 1 yr old not eat his baby rice cakes. I said he’s a baby, what can he eat here. We were dining with our Japanese friends and after a lot of back and forth with my friend reasoning with him...- it was a resounding no. Never before have I been told that a baby could not eat their snacks in a restaurant neither in the UK or Japan.
