“The food is normal. The service is a bit questionable.”

Had lunch and dinner with my parents living nearby several times. They have variety of foods from steak to traditional Japanese dishes but there's nothing special. The service sometimes a bit late (unusual for this type of restaurant) while you would enjoy a nice view towards central Tokyo.
