“Strongeoff without MEAT????”

I ordered Stongnoff Beef in lunch menu for 1800yen. I received a plate with rise and onions with sauce on top !! NO MEAT When I asked where is the meat I received a mumbling answer not understood! The man either pretend to be an Italian restaurant or he is a cheater or discriminate! Worst every meal... in Japan!!
